Qualifications

Graduate in Tourism Business Administration by Universidad Rey Juan Carlos, Spain and Post-graduate (P.A.D.E) by IESE (Instituto de Estudios Superiores de la Empresa), University of Navarra, Spain.

Experience

Carlos is a committed and motivated tourism professional with extensive experience both in the management of tourism corporations and in the United Nation’s system. He has a proven record of accomplishments in tourism planning and development, leading and motivating teams, adapting to change, working with objectives and advising governments in tourism related strategies.

He started his career holding various management positions at Pullmantur, one of the largest Spanish Tour Operators, where he became Deputy Managing Director and introduced many innovations, namely growing significantly the business, expanding the number of worldwide destinations and range of products, and opening new offices and new markets.

From 1991 to 2008 he served in various senior management positions at Group RCI, American corporation part of Wyndham Worldwide, where he was Managing Director for South-Western Europe and later Vice president of Global Account Strategy & Industry Relations, where he was responsible of political and institutional relations and expanded the Business to the Middle East, opening an office in Dubai.

Additionally, he served as Vice President of the board of the United Nations World Tourism Organization (UNWTO) Affiliate Members (non-government sector) and Chairman of its Business Council.

In 2008 he left the private sector to join UNWTO as Regional Director for the Americas. In 2014, in addition to his post as Regional Director he was appointed Executive Director for Member Relations in charge of the coordination and supervision of all the Regional programs and the Affiliate members program, as well as deputizing for the Secretary General.
He is also a tenured professor at Rey Juan Carlos University in Spain at the dpt. of Business Economics and author of various textbooks on the analysis and structure of the Tourism Market.

Currently, as General Manager of the project, he is supporting the Office of Strategy Management team at the Ministry of Tourism of Oman for the implementation of the Oman Tourism Strategy.
