| The Problem |
In an environment with great regional discrepancies, military instability and overall scarcity of infrastructures, the SFD authorities wanted to know the ways and possibilities of tourism development in this historically agricultural region, where some provinces have also been used for tourism. The basic difficulties to develop tourism over the territory (twice the surface of Spain) basically come from the tremendous discrepancies observed at all levels between the provinces: whereas there is a war in Chechnya, Krasnodar will be the host of the Winter Olympic Games in 2014. In addition, both access and tourism infrastructures are scarce, or even non existent in many regions for an international tourism potential, and a wide range of significant issues have been observed. |
| The Solutions |
THR’s task consisted in proposing very basic strategic guidelines, based on the information obtained, which make it possible for each region to overcome the obstacles faced by each one of them to develop tourism. To achieve this level of strategic definition, it was necessary to: • Carry out an in-depth diagnosis of each region in areas such as tourism, but also of the economy and infrastructures – basic and touristic – of each region. The obstacles and tourist attractions were analysed in order to provide an effective conclusion. • Set up a series of basic development guidelines for each region, adjusted to its potential, the size of the obstacles and the capacity of its attractions to attract investments. • Apply a mathematical model – based on the use of land – to be able to forecast volumes of arrivals in 2025. Based on the generated scenarios, an assessment of the basic infrastructures needed in each region (power generation, water consumption, waste management, etc.) was also made. |

| Executive Summary |
The current economic situation and prospects of the South Federal District of Russia (SFD) require a reassessment of the overall development strategy, within which tourism will play a major role. THR was hired to design some basic guidelines for tourism development in each of the 10 provinces of the SFD, as well as to analyse the possible impact of such development on the basic infrastructures of the region. In order to perform successfully this task, the competitive situation of each region was diagnosed, based on the rare information that exists. Then obstacles were identified and basic recommendations to overcome such obstacles and the expected impact of such development on infrastructures were detailed. |
